In March 2026, a landmark study visit brought together Indian industry leaders and Taiwanese recycling technology pioneers for six intensive days of knowledge exchange, facility tours, and business matchmaking. Held from March 15 to 20, the delegation—comprising representatives from the Indian Plastics Institute (IPI), the Material Recycling Association of India (MRAI), and other key stakeholders—travelled to Taiwan to explore one of the world’s most advanced resource circularity ecosystems.
3S Business Advisors Pvt Ltd (3SBA) was proud to coordinate the visit, organized by the China Productivity Center (CPC) under the guidance of Taiwan’s Industrial Development Administration, Ministry of Economic Affairs (MOEA), and the Resource Circulation Industry Booster Association (RCBA).
Why Taiwan? A Recycling Transformation Worth Studying
Taiwan’s journey from a waste-overwhelmed economy in the 1990s to a globally recognized recycling benchmark is nothing short of remarkable. With recycling rates consistently exceeding 50–60%, the island nation has built an ecosystem where strong policy frameworks, private sector innovation, and citizen participation operate in concert.
For India—where plastic waste management, Extended Producer Responsibility (EPR), and circular economy ambitions are scaling rapidly—Taiwan’s experience offers a compelling and practical roadmap.
What We Saw: Cutting-Edge Taiwanese Companies Ready for India
The delegation visited several Taiwanese enterprises at the forefront of recycling technology and circular economy solutions. Each of these companies expressed strong interest in exploring the Indian market—through partnerships, technology transfer, distribution tie-ups, and joint ventures.
Pulian International Enterprise Co Ltd
Founded in 1994, Pulian is a specialist in waste-to-resource system integration. The company manufactures over 100 types of machinery—shredders, crushers, pulverizers—and provides turnkey recycling plant solutions deployed across more than 100 countries. Their capabilities span plastic recycling, agricultural residue processing, textile recycling, e-waste handling, and waste-to-energy systems. With existing offices in India and Japan, Pulian is well-positioned to deepen its Indian footprint.
Horng En Group
A pioneer in plastic recycling since 1980, Horng En holds the distinction of being the first Taiwanese recycling organization to join the New Plastics Economy Global Commitment. The group recycles PP, PE, ABS, PS, and PC into high-quality pellets used in blow moulding, film extrusion, and injection moulding. Their advanced physical recycling process—combining precise sorting, cleaning, and pelletizing—transforms post-consumer waste into stable, industrial-grade recycled raw material.
Boretech Group
A global heavyweight in rPET recycling, Boretech handles over 5.8 million tons of PET recycling annually—representing more than 30% of global PET recycling capacity. With equipment exported to over 40 countries and 260+ major environmental engineering projects executed worldwide, Boretech operates a fully integrated value chain from R&D through production lines to rPET pellet manufacturing. Notably, Boretech opened a new office in Pune, India, in February 2026—a clear signal of its commitment to the Indian market.
Big South Resources Regeneration
Big South brings specialized capabilities in resource recovery and regeneration, contributing to Taiwan’s broader circular economy infrastructure. The company’s expertise adds depth to the range of solutions available for adaptation in India’s growing recycling sector.
Da Fon Environmental Technology Co., Ltd.
Taiwan’s largest resource recycling service provider, Da Fon operates 17 recycling service locations and has transformed the informal recycling sector into a modern, enterprise-grade operation through its innovative “five-star recycling station” model. The company’s digital waste traceability platform (Zero Zero) enables comprehensive lifecycle management, and its operations hold Asia’s first Blue Angel Certification for recycled plastics—ensuring complete traceability of post-consumer recycled materials.
The delegation also visited the New Taipei Recycling Education Base, Taiwan’s first AI-powered smart recycling demonstration facility, where AI robotic arms sort 17 types of recyclable materials at over 97% accuracy—a glimpse of where the industry is headed globally.
A Milestone MoU: IPI and RCBA
A significant outcome of the visit was the signing of a Memorandum of Understanding (MoU) between the Indian Plastics Institute and Taiwan’s Resource Circulation Industry Booster Association. This formal framework opens structured collaboration opportunities in recycling machinery deployment, joint ventures, technical training, and bilateral knowledge exchange.
This MoU is not merely symbolic—it lays the groundwork for concrete commercial and technical partnerships between Indian and Taiwanese enterprises in the months ahead.
The India Opportunity: Scale Meets Technology
India’s circular economy ambitions are accelerating. With stricter EPR regulations, growing municipal solid waste volumes, rising demand for recycled-content products, and increasing global ESG pressure on supply chains, the need for advanced recycling infrastructure has never been greater.
What Taiwan offers—world-class sorting technology, integrated waste-to-resource systems, digital traceability platforms, and decades of operational experience—aligns directly with what India needs to scale its recycling capacity.
Conversely, India offers what Taiwanese companies seek: a massive, fast-growing market with strong government policy support, a young and adaptable workforce, and an industrial base hungry for sustainable input materials.
The complementarity is clear. The opportunity is now.
